Milli d\u00f6vl\u0259t\u00e7ilik ideologiyas\u0131, milli m\u0259fkur\u0259, milli kimlik v\u0259 milli-d\u00f6vl\u0259tin yaranmas\u0131 kimi m\u0259s\u0259l\u0259l\u0259r sosial elml\u0259r t\u0259dqiqatlar\u0131n\u0131n predmetl\u0259ri s\u0131ras\u0131ndad\u0131r. Bu, siyasi elm prizmas\u0131ndan maraq k\u0259sb etdiyi q\u0259d\u0259r, f\u0259ls\u0259f\u0259, sosiologiya v\u0259 tarix elml\u0259rinin d\u0259 \u00f6yr\u0259ndiyi probleml\u0259rd\u0259ndir. Siyasi v\u0259 beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259r n\u0259z\u0259riyy\u0259l\u0259rind\u0259 bu m\u0259s\u0259l\u0259l\u0259r h\u0259m d\u0259 qlobal hadis\u0259l\u0259r, beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259rin dinamikas\u0131 fonunda \u00f6yr\u0259nilm\u0259kl\u0259 milli ideologiyalar\u0131n d\u00f6vl\u0259tl\u0259rin beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259rin aktorlar\u0131 olaraq davran\u0131\u015flar\u0131n\u0131, bel\u0259likl\u0259 d\u00f6vl\u0259tl\u0259raras\u0131 v\u0259 qlobal m\u00fcnasib\u0259tl\u0259r sisteminin mahiyy\u0259tin\u0259 t\u0259sirini d\u0259 \u00f6yr\u0259nir.<\/p>\n\n\n\n<p>Milli ideologiyan\u0131n bu kontkestd\u0259 \u00f6yr\u0259nilm\u0259si eyni zamanda beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259r n\u0259z\u0259riyy\u0259l\u0259rinin inki\u015faf\u0131na v\u0259 n\u0259tic\u0259 etibar\u0131 il\u0259 realizm, liberalizm, beheviorializm v\u0259 dig\u0259r n\u0259z\u0259ri d\u00fc\u015f\u00fcnc\u0259l\u0259r\u0259, b\u00fct\u00f6vl\u00fckd\u0259 beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259rin \u201cdebatlar\u0131na\u201d \u00f6z t\u0259sirini g\u00f6st\u0259rm\u0259mi\u015f deyildir. 1980-ci ill\u0259rd\u0259 \u015e\u0259rqi Avropa v\u0259 Asiyada ba\u015f ver\u0259n hadis\u0259l\u0259r b\u00f6y\u00fck qlobal d\u0259yi\u015fiklikl\u0259r\u0259 s\u0259b\u0259b olmaqla n\u00f6vb\u0259ti d\u00f6vr\u00fcn dinamikas\u0131n\u0131 m\u00fc\u0259yy\u0259n edirdi. D\u00fcnyan\u0131n g\u0259l\u0259c\u0259yi haqq\u0131nda debatlar n\u00f6vb\u0259ti on illikl\u0259r \u00fc\u00e7\u00fcn milli d\u00f6vl\u0259tl\u0259rin v\u0259 beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259r sisteminin g\u0259l\u0259c\u0259yi haqq\u0131nda diskursu da geni\u015fl\u0259ndirirdi. 1980-1990-c\u0131 ill\u0259rd\u0259 d\u00fcnyan\u0131n g\u0259l\u0259c\u0259yinin liberal d\u0259y\u0259rl\u0259r \u00fcz\u0259rind\u0259 qurulaca\u011f\u0131na yaranm\u0131\u015f \u00fcmidl\u0259r qlobal sistemin (d\u00fcnya d\u00fcz\u0259ninin) d\u0259 liberal mahiyy\u0259tin\u0259 xidm\u0259t etm\u0259li idi. Siyasi, beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259r v\u0259 f\u0259ls\u0259f\u0259 elml\u0259rinin m\u00fctamadi olaraq m\u00fcraci\u0259t etdiyi \u201ctarixi d\u00f6vrl\u0259r\u201d v\u0259 \u201cliberal d\u00fcnya\u201d konsepsiylar\u0131 da bu d\u00f6n\u0259md\u0259 yeni format alaraq \u201csonuncu irtican\u0131n\u201d \u00e7\u00f6k\u00fc\u015f\u00fcnd\u0259n sonra d\u00fcnyan\u0131n h\u0259m d\u0259 liberal beyn\u0259lxalq m\u00fcnasib\u0259tl\u0259r sisteminin bir hiss\u0259si olaca\u011f\u0131 anlam\u0131n\u0131 formala\u015fd\u0131rma\u011fa xidm\u0259t edirdi. T\u0259bii ki, liberalizm\u0259 siyasi elm n\u0259z\u0259riyy\u0259si kimi deyil, qlobal m\u00fcnasib\u0259tl\u0259r sisteminin bir dayaq ideologiyas\u0131 kimi baxd\u0131qda is\u0259, son on illikl\u0259r \u0259rzind\u0259 d\u00fcnyada ba\u015f ver\u0259n hadis\u0259l\u0259rin mahiyy\u0259tini daha ayd\u0131n analiz etm\u0259k m\u00fcmk\u00fcn olur.<br><br>T\u0259\u0259ss\u00fcf ki, Az\u0259rbaycan da \u201cliberal d\u00fcnya\u201d sistemind\u0259 ikili standartlar, \u0259dal\u0259tsizlik, q\u0259sb, t\u0259cav\u00fcz v\u0259 i\u015f\u011fala m\u0259ruz qald\u0131, d\u00f6vl\u0259tin g\u0259l\u0259c\u0259yin\u0259 t\u0259hdidl\u0259r yarand\u0131. Sosial b\u00f6hran, siyasi h\u0259rcim\u0259r\u00e7ilik, \u00f6lk\u0259ni par\u00e7alama\u011fa xidm\u0259t ed\u0259n planlar bu t\u0259hdidl\u0259r halqas\u0131n\u0131 geni\u015fl\u0259ndirirdi. Az\u0259rbaycan\u00e7\u0131q\u0131l\u0131q m\u0259fkur\u0259si v\u0259 Ulu \u00d6nd\u0259rin siyasi strategiyas\u0131 xalq\u0131 v\u0259 d\u00f6vl\u0259ti 1980-ci ill\u0259rin sonu 1990-c\u0131 ill\u0259rin \u0259vv\u0259ll\u0259rind\u0259 yaranm\u0131\u015f m\u0259\u011flub durumdan qalib duruma aparacaq milli kimliyin t\u0259sbitin\u0259 xidm\u0259t edirdi. Ulu \u00d6nd\u0259r Heyd\u0259r \u018fliyevin Az\u0259rbaycan xalq\u0131 v\u0259 d\u00f6vl\u0259ti qar\u015f\u0131s\u0131ndak\u0131 xidm\u0259tl\u0259ri misilsizdir, t\u0259krars\u0131zd\u0131r. Ulu \u00d6nd\u0259rin siyasi irsinin \u00f6yr\u0259nilm\u0259si onun add\u0131m-add\u0131m g\u00fccl\u00fc Az\u0259rbaycan namin\u0259 yorulmadan \u00e7al\u0131\u015fd\u0131\u011f\u0131n\u0131 n\u00fcmayi\u015f etdirir. H\u0259l\u0259, 1970-80-ci ill\u0259rd\u0259 Az\u0259rbaycanda s\u0259nayenin inki\u015faf\u0131, milli kadrlar\u0131n inki\u015faf\u0131n\u0131n t\u0259min edilm\u0259si il\u0259 d\u00f6vl\u0259t aparat\u0131n\u0131n millil\u0259\u015fdirilm\u0259si, t\u0259hsil, elm v\u0259 dig\u0259r sah\u0259l\u0259rd\u0259 s\u00fcr\u0259tli inki\u015faf d\u00f6vl\u0259tin g\u0259l\u0259c\u0259yin\u0259 xidm\u0259t ed\u0259c\u0259k amill\u0259rd\u0259n idi. Ulu \u00d6nd\u0259rin hakimiyy\u0259ti ill\u0259rind\u0259 t\u0259hsilin inki\u015faf\u0131nda, o c\u00fcml\u0259d\u0259n t\u0259hsil m\u00fc\u0259ssis\u0259l\u0259rinin yarad\u0131lmas\u0131n\u0131n miqyas\u0131nda g\u00f6r\u00fcnm\u0259mi\u015f v\u00fcs\u0259t ya\u015fanm\u0131\u015f, ali t\u0259hsil m\u00fc\u0259ssis\u0259l\u0259rinin v\u0259 ali t\u0259hsilli m\u00fct\u0259x\u0259ssisl\u0259rin say\u0131 s\u00fcr\u0259tl\u0259 artm\u0131\u015fd\u0131r. Ba\u015fqa s\u00f6zl\u0259, insan kapital\u0131n\u0131n inki\u015faf\u0131 namin\u0259 \u0259h\u0259miyy\u0259tli add\u0131mlar at\u0131lm\u0131\u015fd\u0131r.<\/p>\n\n\n\n<p>Az\u0259rbaycan\u0131n m\u00fcst\u0259qillik qazanmas\u0131ndan sonrak\u0131 d\u00f6vr ist\u0259r C\u0259nubi Qafqazda, ist\u0259rs\u0259 d\u0259 qlobal \u00e7\u0259r\u00e7iv\u0259d\u0259 g\u0259rgin ill\u0259r idi. Bel\u0259 bir \u015f\u0259raitd\u0259 \u00f6lk\u0259nin m\u00fcst\u0259qilliyini qorumaq, m\u00fcasir milli-d\u00f6vl\u0259ti qurmaq d\u00f6vl\u0259t r\u0259hb\u0259ri olaraq Az\u0259rbaycan\u00e7\u0131l\u0131q d\u0259y\u0259rl\u0259rini f\u0259aliyy\u0259tinin v\u0259 h\u0259yat\u0131n\u0131n m\u0259rk\u0259zi prinsipin\u0259 \u00e7evirmi\u015f Ulu \u00d6nd\u0259r Heyd\u0259r \u018fliyevin siyasi missiyas\u0131n\u0131n \u0259sas\u0131n\u0131 t\u0259\u015fkil edirdi. Ulu \u00d6nd\u0259r Heyd\u0259r \u018fliyevin banisi oldu\u011fu m\u00fcasir Az\u0259rbaycan d\u00f6vl\u0259tinin qar\u015f\u0131s\u0131nda tarixi yadda\u015fa s\u00f6yk\u0259n\u0259n, m\u00fcasir d\u00fcnyada \u00f6z\u00fcn\u0259 yer tutacaq m\u00fcasir d\u00f6vl\u0259t\u00e7iliyin qurulmas\u0131 idi. Milli d\u0259y\u0259rl\u0259r\u0259 v\u0259 tarixi yadda\u015fa \u0259saslanan, b\u00fct\u00fcn d\u00fcnya az\u0259rbaycanl\u0131lar\u0131n\u0131 bir araya g\u0259tir\u0259n az\u0259rbaycan\u00e7\u0131l\u0131q m\u0259fkur\u0259si bu d\u00f6vl\u0259tin siyasi strategiyas\u0131 olmaqla yana\u015f\u0131, bizim co\u011frafiyan\u0131n milli identikliyini m\u00fc\u0259yy\u0259n edirdi. M\u00fcasir siyasi elml\u0259rd\u0259 milli ideologiya v\u0259 milli kimlik m\u0259s\u0259l\u0259l\u0259ri geni\u015f t\u0259dqiqat obyektidir. Siyasi elm \u0259d\u0259biyyat\u0131 ist\u0259nil\u0259n milli-d\u00f6vl\u0259tin iki m\u00fch\u00fcm komponentini vur\u011fulay\u0131r: milli-d\u00f6vl\u0259t sistemi v\u0259 bu d\u00f6vl\u0259tin \u0259razisind\u0259 ya\u015fayan insanlar\u0131n milli kimliyi [8, 1080]. M\u00fcasir d\u00f6vl\u0259tl\u0259r\u0259 veril\u0259n izah onlar\u0131n bu d\u00f6vl\u0259tl\u0259rin \u0259razisind\u0259 ya\u015fayan xalqlar\u0131n vahid identikliyi \u00e7\u0259r\u00e7iv\u0259sini n\u0259z\u0259rd\u0259 tutur. Ba\u015fqa s\u00f6zl\u0259, \u0259d\u0259biyyatda vur\u011fuland\u0131\u011f\u0131 kimi, m\u00fcasir milli d\u00f6vl\u0259tl\u0259r \u00fc\u00e7\u00fcn \u201cco\u011frafiya m\u0259s\u0259l\u0259si\u201d v\u0259 s\u0259rh\u0259dl\u0259r m\u00fch\u00fcm \u015f\u0259rt olmaqla, veril\u0259n co\u011frafiyada ya\u015fayan insanlar\u0131n vahid identikliyini formala\u015fd\u0131r\u0131r, onlar\u0131n tarixi yadda\u015fa v\u0259 d\u0259y\u0259rl\u0259r\u0259 olan ba\u011fl\u0131l\u0131\u011f\u0131 is\u0259 g\u0259l\u0259c\u0259k davran\u0131\u015flar\u0131n\u0131 m\u00fc\u0259yy\u0259n ed\u0259n amill\u0259rd\u0259ndir [7]. Qeyd olunmal\u0131d\u0131r ki, bir s\u0131ra \u0259d\u0259biyyatlarda edil\u0259n c\u0259hdl\u0259r\u0259 r\u0259\u011fm\u0259n, tarixi inki\u015faf, tarixi yadda\u015f v\u0259 tarixi \u0259razil\u0259rin bu identikliyin formala\u015fmas\u0131ndak\u0131 m\u00fch\u00fcm rolu marginalla\u015fd\u0131r\u0131la bilm\u0259z. Qeyd edildiyi kimi, Az\u0259rbaycan xalq\u0131n\u0131n uzun ill\u0259r forma\u015fald\u0131rd\u0131\u011f\u0131 multikultural d\u0259y\u0259rl\u0259r bu milli ideologiyan\u0131n m\u00fch\u00fcm komponentl\u0259rind\u0259n olmu\u015fdur. M\u00fcasir d\u00f6vl\u0259tin formala\u015fmas\u0131 v\u0259 onun qlobal arenada \u00f6z yerini tutmas\u0131 is\u0259 az\u0259rbaycan\u00e7\u0131l\u0131q ideologiyas\u0131n\u0131n banisi olan Ulu \u00d6nd\u0259r Heyd\u0259r \u018fliyevin milli v\u0259 beyn\u0259lxalq siyas\u0259tinin, b\u00fct\u00f6vl\u00fckd\u0259 bu xalq\u0131n v\u0259 d\u00f6vl\u0259tin g\u0259l\u0259c\u0259yin\u0259 bax\u0131\u015f\u0131n\u0131n m\u0259rk\u0259zind\u0259 durur, strateji inki\u015faf x\u0259ttini t\u0259\u015fkil edirdi.<\/p>\n\n\n\n<p>Yeni d\u00f6n\u0259min qar\u015f\u0131m\u0131zda a\u00e7d\u0131\u011f\u0131 imkanlar is\u0259 yeni \u015f\u0259raitd\u0259 daha b\u00f6y\u00fck nailiyy\u0259tl\u0259rin qazan\u0131laca\u011f\u0131na \u015f\u00fcbh\u0259 do\u011furmur. Bu kontekstd\u0259 ali t\u0259hsil m\u00fc\u0259ssis\u0259l\u0259ri v\u0259 t\u0259dqiqat\u00e7\u0131lar\u0131n qar\u015f\u0131s\u0131nda d\u00f6vl\u0259timizin qazand\u0131\u011f\u0131 u\u011fur v\u0259 nailiyy\u0259tl\u0259ri \u00f6yr\u0259nm\u0259si v\u0259 t\u0259dqiqi sah\u0259sind\u0259 m\u00fch\u00fcm i\u015fl\u0259r durur. Az\u0259rbaycan tarixinin yeni d\u00f6n\u0259mind\u0259 Ulu \u00d6nd\u0259r Heyd\u0259r \u018fliyevin siyasi irsinin, az\u0259rbaycan\u00e7\u0131l\u0131q ideologiyas\u0131n\u0131n v\u0259 b\u00fct\u00f6vl\u00fckd\u0259 g\u0259l\u0259c\u0259k inki\u015faf\u0131m\u0131z\u0131n konturlar\u0131n\u0131n m\u00fcxt\u0259lif platformalarda m\u00fczakir\u0259sinin t\u0259\u015fkili, sosial elml\u0259rin n\u0259z\u0259ri yana\u015fmalar\u0131n\u0131n t\u0259tbiqi il\u0259 daha b\u00f6y\u00fck t\u0259dqiqat prosesl\u0259rini formala\u015fd\u0131rmas\u0131 ali t\u0259hsil m\u00fc\u0259ssis\u0259l\u0259rinin v\u0259 ayr\u0131-ayr\u0131 t\u0259dqiqat\u00e7\u0131lar\u0131n qar\u015f\u0131s\u0131nda duran h\u0259d\u0259fl\u0259rdir.
