Az\u0259rbaycan D\u00f6vl\u0259t Universitetinin 50 illik yubiley t\u0259dbirind\u0259ki \u00e7\u0131x\u0131\u015f\u0131 il\u0259 dilimizin statusunun yeni m\u00fcst\u0259viy\u0259 \u00e7\u0131xar\u0131ld\u0131\u011f\u0131n\u0131 n\u00fcmayi\u015fkaran\u0259 \u015f\u0259kild\u0259 ortaya qoyan respublika r\u0259hb\u0259ri sonrak\u0131 q\u0259rarlar\u0131 il\u0259 bu add\u0131m\u0131n ard\u0131c\u0131l olaraq at\u0131laca\u011f\u0131n\u0131 t\u0259sdiql\u0259di. Bu, B\u0259kir \u00c7obanzad\u0259nin t\u0259l\u0259b\u0259si, Az\u0259rbaycan dil\u00e7iliyinin patriarxlar\u0131ndan biri olan professor Muxtar H\u00fcseynzad\u0259nin &#171;M\u00fcasir Az\u0259rbaycan dili&#187; adl\u0131 d\u00f6rdcildlik d\u0259rsliyinin Heyd\u0259r \u018fliyevin t\u0259\u015f\u0259bb\u00fcs\u00fc il\u0259 1974-c\u00fc ild\u0259 D\u00f6vl\u0259t m\u00fckafat\u0131na layiq g\u00f6r\u00fclm\u0259si oldu. Xat\u0131rlatma \u00fc\u00e7\u00fcn qeyd ed\u0259k ki, \u201cM\u00fcasir Az\u0259rbaycan dili\u201d kitab\u0131nda Az\u0259rbaycan dilinin leksikas\u0131 ilk d\u0259f\u0259 sistemli \u015f\u0259kild\u0259 t\u0259dqiq edilirdi. M\u00fc\u0259llif s\u00f6z\u00fcn m\u0259nalar\u0131 haqq\u0131nda m\u0259lumat verir, t\u00fcrkologiyada ilk d\u0259f\u0259 frazeologiya m\u0259s\u0259l\u0259sini qald\u0131r\u0131r, Az\u0259rbaycan dilinin l\u00fc\u011f\u0259t t\u0259rkibind\u0259ki qeyri-t\u00fcrk m\u0259n\u015f\u0259li \u2013 \u201cg\u0259lm\u0259 v\u0259 al\u0131nma s\u00f6zl\u0259r\u201d adlanan t\u0259b\u0259q\u0259si m\u00fcf\u0259ss\u0259l t\u0259dqiq olunurdu.<\/p>\n\n\n\n<p>Sonralar, y\u0259ni 1978-ci ild\u0259 Az\u0259rbaycan SSR-nin yeni q\u0259bul olunan Konstitusiyas\u0131nda Az\u0259rbaycan dilinin d\u00f6vl\u0259t dili olaraq q\u0259bul edilm\u0259si \u0130ttifaq m\u0259kan\u0131nda \u0259n \u00e7ox m\u00fczakir\u0259 m\u00f6vzular\u0131ndan birin\u0259 \u00e7evrildi. Bundan \u0259lav\u0259, uzun ill\u0259r boyu d\u00f6vl\u0259t m\u00fcst\u0259qilliyind\u0259n ayr\u0131 d\u00fc\u015fm\u00fc\u015f xalq\u0131n tarixi il\u0259 ba\u011fl\u0131 m\u00fcxt\u0259lif d\u00f6vrl\u0259ri \u0259hat\u0259 ed\u0259n b\u0259dii filml\u0259rin haz\u0131rlanaraq tama\u015fa\u00e7\u0131lara t\u0259qdim olunmas\u0131 xalq\u0131n \u015f\u0259r\u0259fli tarixin\u0259 qay\u0131d\u0131\u015f\u0131na xidm\u0259t edirdi. Bu m\u0259s\u0259l\u0259d\u0259 m\u00fcst\u0259qil Az\u0259rbaycan d\u00f6vl\u0259tinin qurucusu, ana dilinin \u0259n b\u00f6y\u00fck t\u0259\u0259ss\u00fcbke\u015fi olmaqla, b\u0259nz\u0259rsiz mahir natiq Heyd\u0259r \u018fliyevin m\u00fcqayis\u0259y\u0259g\u0259lm\u0259z geni\u015fspektirli f\u0259aliyy\u0259ti v\u0259 tarixi xidm\u0259tl\u0259ri geni\u015f rol oynad\u0131. Sonralar m\u00fcst\u0259qil Az\u0259rbaycan Respublikas\u0131n\u0131n ali siyasi r\u0259hb\u0259rliyin\u0259 qay\u0131d\u0131\u015f\u0131ndan sonra da \u00dcmummilli Lider bu istiqam\u0259td\u0259 i\u015fl\u0259ri davam etdirdi. Az\u0259rbaycan Respublikas\u0131n\u0131n 1995-ci il noyabr\u0131n 12-d\u0259 referendum yolu il\u0259 q\u0259bul olunan Konstitusiyas\u0131nda Az\u0259rbaycan dili r\u0259smi d\u00f6vl\u0259t dili kimi t\u0259sbit edildi, d\u00f6vl\u0259t dili statusu ald\u0131, dil siyas\u0259ti birm\u0259nal\u0131 olaraq formala\u015fd\u0131.<\/p>\n\n\n\n<p>Ulu \u00d6nd\u0259r ana dili il\u0259 ba\u011fl\u0131 d\u00f6vl\u0259t strategiyas\u0131n\u0131 \u015f\u0259rtl\u0259ndir\u0259n amill\u0259ri bel\u0259 izah edirdi: \u201cMill\u0259tin milliliyini saxlayan onun ana dilidir. \u015e\u00fcbh\u0259siz ki, musiqi d\u0259, \u0259d\u0259biyyat da, ayr\u0131-ayr\u0131 tarixi abid\u0259l\u0259r d\u0259 mill\u0259tin milliliyini t\u0259sdiq edir. Amma mill\u0259tin milliliyini \u0259n birinci t\u0259sdiq ed\u0259n onun dilidir. \u018fg\u0259r Az\u0259rbaycan dil olmasa, Az\u0259rbaycan dilind\u0259 mahn\u0131lar olmaz, musiqi olmaz. Az\u0259rbaycan dilinin d\u00f6vl\u0259t dili kimi ya\u015famas\u0131, m\u00f6hk\u0259ml\u0259nm\u0259si, inki\u015faf etm\u0259si d\u0259 bizim \u0259n b\u00f6y\u00fck nailiyy\u0259tl\u0259rimizd\u0259n biridir. Bu, t\u0259kc\u0259 dil m\u0259s\u0259l\u0259si deyil, bu h\u0259m d\u0259 az\u0259rbaycan\u00e7\u0131l\u0131q m\u0259s\u0259l\u0259sidir\u201d.<\/p>\n\n\n\n<p>2026-c\u0131 il yanvar ay\u0131n\u0131n 5-d\u0259 yerli televiziyalara m\u00fcsahib\u0259sind\u0259 Az\u0259rbaycan Respublikas\u0131n\u0131n Prezidenti \u0130lham \u018fliyev h\u0259r bir dilin \u00fcmumxalq kontekstind\u0259 vacib amill\u0259rd\u0259n biri oldu\u011funu xat\u0131rlad\u0131r. Sosial m\u0259nz\u0259r\u0259ni t\u0259\u015fkil ed\u0259n m\u00fcnasib\u0259tl\u0259rin formala\u015fmas\u0131 v\u0259 qorunmas\u0131n\u0131n dil daxilind\u0259 ba\u015f verdiyini, buna g\u00f6r\u0259 d\u0259 onun sosial f\u0259aliyy\u0259tin \u0259laq\u0259l\u0259ndirilm\u0259sind\u0259 \u0259sas vasit\u0259\u00e7il\u0259rd\u0259n biri, birincisi oldu\u011funu xat\u0131rlad\u0131r. Dili sosial t\u0259cr\u00fcb\u0259ni m\u00fc\u0259yy\u0259n etm\u0259k, qorumaq v\u0259 \u00f6t\u00fcrm\u0259k \u00fc\u00e7\u00fcn \u0259sas vasit\u0259, h\u0259m\u00e7inin subyektiv m\u0259nalar\u0131 obyektl\u0259\u015fdirm\u0259k \u00fc\u00e7\u00fcn m\u00fch\u00fcm \u00fczvi varl\u0131q kimi xarakteriz\u0259 edir. D\u00f6vl\u0259t ba\u015f\u00e7\u0131s\u0131 dilin f\u0259rdi t\u0259cr\u00fcb\u0259l\u0259r\u0259 subyektl\u0259raras\u0131 m\u0259na qatd\u0131\u011f\u0131n\u0131, b\u00fct\u00fcn sosial m\u00fcnasib\u0259tl\u0259rin dilin i\u015far\u0259 sistemi daxilind\u0259 formala\u015fd\u0131\u011f\u0131n\u0131 qeyd etm\u0259kl\u0259 onun oynad\u0131\u011f\u0131 siyasi rolu xat\u0131rlad\u0131r. Dilin milli v\u0259 etnik differensiasiyada m\u00fch\u00fcm rol oynad\u0131\u011f\u0131na, onun t\u0259sirinin yaln\u0131z m\u00fc\u0259yy\u0259n bir icman\u0131n m\u0259n\u0259vi varl\u0131\u011f\u0131 \u0259hat\u0259 etm\u0259diyin\u0259, h\u0259m d\u0259 dig\u0259r mill\u0259tl\u0259rd\u0259n v\u0259 etnik qruplardan qar\u015f\u0131l\u0131ql\u0131 tamamlama v\u0259 f\u0259rql\u0259nm\u0259 hissi yaratd\u0131\u011f\u0131na diqq\u0259t \u00e7\u0259kir. N\u0259tic\u0259 etibaril\u0259 milli v\u0259 etnik kimliyin dill\u0259 s\u0131x \u0259laq\u0259li \u015f\u0259kild\u0259 n\u0259z\u0259rd\u0259n ke\u00e7irilm\u0259li oldu\u011funu, onun ist\u0259nil\u0259n sosial icman\u0131n m\u00f6vcudlu\u011fu \u00fc\u00e7\u00fcn \u0259n vacib \u015f\u0259rtl\u0259rd\u0259n birin\u0259 \u00e7evrildiyini vur\u011fulay\u0131r.<\/p>\n\n\n\n<p>Buna g\u00f6r\u0259dir ki, \u00dcmummilli Liderin Az\u0259rbaycana r\u0259hb\u0259rlik etdiyi ist\u0259r birinci, ist\u0259rs\u0259 d\u0259 ikinci d\u00f6n\u0259mind\u0259 apard\u0131\u011f\u0131 dil siyas\u0259tinin v\u0259 bu siyas\u0259tin davam\u0131 olaraq Prezident \u0130lham \u018fliyevin t\u0259s\u0259vv\u00fcr\u00fcnd\u0259ki d\u00f6vl\u0259t konstruksiyas\u0131nda onun \u00e7\u0259kisinin art\u0131r\u0131lmas\u0131na x\u00fcsusi diqq\u0259tin missiyas\u0131n\u0131n konturlar\u0131n\u0131 ayd\u0131n g\u00f6rm\u0259k m\u00fcmk\u00fcnd\u00fcr. Bununla \u0259laq\u0259dar olaraq d\u00f6vl\u0259timizin ba\u015f\u00e7\u0131s\u0131 ancaq dil\u00e7il\u0259rin deyil, h\u0259m d\u0259 m\u0259tbuat\u0131nda \u00fcz\u0259rin\u0259 d\u00fc\u015f\u0259n v\u0259zif\u0259l\u0259r\u0259 i\u015far\u0259 edir.<\/p>\n\n\n\n<p>Prezident h\u0259min m\u00fcsahib\u0259sind\u0259 dilimiz v\u0259 onun perspektivl\u0259ri il\u0259 ba\u011fl\u0131 s\u00f6zl\u0259rini dinl\u0259dikc\u0259, professor Muxtar H\u00fcseynzad\u0259nin bununla ba\u011fl\u0131 fikirl\u0259ri yad\u0131ma d\u00fc\u015f\u00fcr. Professor 50 il \u0259vv\u0259l yaz\u0131rd\u0131: \u201cDil zorak\u0131 assimilyasiyaya qar\u015f\u0131 o zaman daha ciddi m\u00fcqavim\u0259t g\u00f6st\u0259r\u0259 bilir ki, onun sabit v\u0259 m\u00f6hk\u0259m qrammatik qurulu\u015fu olsun v\u0259 bir \u00e7ox \u0259srl\u0259r \u0259rzind\u0259 \u00f6z h\u0259yatiliyini s\u00fcbut etmi\u015f olsun. Az\u0259rbaycan dili d\u0259 bel\u0259 dill\u0259rd\u0259ndir\u201d.<\/p>\n\n\n\n<p>Prezident \u0130lham \u018fliyev ad\u0131\u00e7\u0259kil\u0259n m\u00fcsahib\u0259sind\u0259 bayraq, gerb, himnl\u0259 birlikd\u0259 dili d\u00f6vl\u0259t\u00e7iliyin \u0259sas atributlar\u0131ndan biri, b\u0259lk\u0259 d\u0259, birincisi say\u0131r, xalq\u0131m\u0131z\u0131n ya\u015fad\u0131\u011f\u0131 taled\u0259n d\u0259rs alma\u011f\u0131m\u0131z\u0131, n\u0259tic\u0259 \u00e7\u0131xarmam\u0131z\u0131 t\u00f6vsiy\u0259 edir: \u201c\u018fsrl\u0259r boyu m\u00fcst\u0259ml\u0259k\u0259\u00e7ilik \u015f\u0259raitind\u0259 m\u00fcst\u0259qillik e\u015fqi il\u0259 ya\u015fam\u0131\u015f xalq\u0131q.
